Welcome to the Urban Development Department.

This is Vientole City, a beautiful place with large fields of flowers, lush hills and historic buildings. The market is buzzing with people. As head of the city’s development project, you will strive to improve the lives of its citizens. You will plan public works, prioritise the citizens’ well-being and create a balanced urban environment. Your outstanding leadership and wisdom will greatly influence the growth of Vientole City. Now let us make this city an attractive and liveable place with your own hands.

The game consists of 4 rounds. Each round is divided into three phases: the Planning Phase, the Placement Phase and the Confirmation Phase.

• In the planning phase, players draft prepared land tiles.
• In the placement phase, players place the drafted land tiles on their city boards. The main point is that the tiles are placed in the reverse order of the draft sequence.
• In the confirmation phase, players check whether the milestone cards have been completed.

This sequence is repeated for 4 rounds, and at the end each player will have placed 16 land tiles on their city board. The player with the highest score wins the game.
