In a world of endless oceans, even the worst enemies have to be fair. You and your rival fight for control of the four Flotillas – the last remnant of the old world. Strike shrewd deals, build stable ground and clean the sea to become the true leader of Seastead.

The survival of humanity is at stake, so sabotaging your rival directly is too risky. In Seastead, many of your actions will therefore also help your opponent. You just need to be sure you are not helping them too much.

On your turn you can either dive for resources or build a building with those resources. But stay alert – the resources you do not choose go to your opponent, and the buildings you construct can be used by both players. It takes overview and wits, because in Seastead countless different strategies can pave the way to victory.
